The Ontario Energy Board (OEB) has announced new, lower electricity prices for households and small businesses, under the Regulated Price Plan (RPP). The summer Time-of-Use (TOU) hours, and the summer Tier threshold for residential customers, will also come into effect May 1, 2021.
As of May 1, 2021, the Ontario Energy Board has announced the following prices for Time of Use and Tiered Prices:
The Government is also decreasing the Ontario Electricity Rebate (OER) from 21.2% to 18.9% effective May 1, 2021. The Government’s intention is that, for residential and small business customers, the reduction in the electricity price will be offset by the change in the OER. The OER is a total pre-tax credit that appears at the bottom of electricity bills. As a result of lower RPP prices and the reduced OER, typical residential customer bills will be held stable. The typical residential RPP customer uses 700 kWh of electricity per month.

Current Rates and Schedule – Effective Feb 23, 2021
Since January 1, 2021, RPP customers have been paying a fixed electricity price of 8.5 ¢/kWh regardless of the time of day or the total volume consumed. This fixed pricing was mandated by the Government of Ontario and expires at the end of the day on February 22, 2021.
As of February 23rd, 2021, the Ontario Energy Board has announced the following prices for Time of Use and Tiered Prices:

Off-Peak Electricity Rates Extended to Provide Relief for Families, Small Businesses And Farms
Lower rates will help offset the costs of staying home during COVID-19
The Ontario government is once again extending electricity rate relief for families, small businesses and farms to support those spending more time at home while the province maintains the Stay-at-Home Order in the majority of public health regions. The government will continue to hold electricity prices to the off-peak rate of 8.5 cents per kilowatt-hour until February 22, 2021. This lower rate is available 24 hours per day, seven days a week for Time-Of-Use and tiered customers.

SUPPORT FOR CUSTOMERS DURING THE PROVINCE-WIDE SHUTDOWN – JANUARY 1ST, 2020
The province-wide shutdown means that more people will be staying home or running their small businesses from home. The Ontario Government has taken steps to hold the price of electricity at 8.5 ¢/kWh for electricity used from January 1 until the end of the day on January 28, 2021. Residential, small business and farm customers on Time-of-Use and Tiered price plans set under the Ontario Energy Board’s Regulated Price Plan will pay that fixed price. So, no matter what time of day you use your electricity, or how much you use, the fixed price will apply.

The Ontario Energy Board issued its Distribution Rate Order Decision for approval of distribution rates, effective Nov 1, 2020. This Order was originally approved for May 1, 2020, but was delayed in response the provincial COVID-19 pandemic. Please see the attached Decision and Order for further information. Tiered rates
Customers under tiered rate, pay one set rate for the electricity they consume up to a predetermined kilowatt-hour (kWh) threshold each month. Once customers exceed the monthly threshold, they are billed at a higher rate per kWh for all additional electricity consumed in that month.
Starting November 1, 2020, tiered rates will be as follows:
Residential
Above 1,000 kWh: 14.6 ¢
First 1,000 kWh: 12.6 ¢
Business
Above 750 kWh: 14.6 ¢
First 750 kWh: 12.6 ¢
The tier threshold for customers that are paying tiered RPP prices remains unchanged as the winter threshold was maintained throughout the summer 2020 period in response to COVID-19. For more information, please CLICK HERE
New COVID-19 Recovery Rate for TOU Customers – June 1, 2020
The provincial government announced a new COVID-19 Recovery Rate for Ontario electricity customers on Time-of-Use (TOU) pricing. This fixed electricity price of 12.8 ¢/kWh will be automatically applied to all TOU customers 24 hours a day, 7 days a week and in place from June 1 – October 31, 2020.
The COVID-19 Recovery Rate of 12.8¢/kWh, is based on the average cost of electricity and is set by the Ontario Energy Board. This fixed rate will continue to suspend TOU prices in a fiscally responsible manner, as per the Ontario Energy Board.

Emergency Order (EO) Deferral of Global Adjustment Charges
To provide companies with temporary relief on their electricity bills during the COVID-19 pandemic, the Ontario government implemented an Emergency Order (EO) on Friday, May 1, 2020 and is deferring a portion of the Global Adjustment (GA) charges for industrial and commercial electricity consumers that do not participate in the Regulated Price Plan (RPP), starting April 2020.
The GA rate has been set at $0.115 per kilowatt-hour, which is roughly in line with the March 2020 value. Class A consumers who participate in the Industrial Conservation Initiative (ICI) (link to IESO) will receive the same percentage reduction in GA charges.– Class A eligible customers are notified directly by North Bay Hydro.
RPP customers are not impacted by this change and are receiving relief through the RPP pricing. Most residential and small commercial customers (and some larger commercial customers) are on the RPP.
However, residential and small commercial customers who are enrolled with a retailer are impacted by this change.
The government intends to keep this relief in place through the end of June 2020, subject to necessary extensions and approvals. It is the Province’s intention to recover the costs of this rate deferral beginning in January 2021.

TEMPORARY RATE RELIEF FOR COVID-19
The Government of Ontario is providing temporary 45-day emergency relief to support Ontarians impacted by the global COVID-19 outbreak. As of midnight Tuesday, March 24, 2020, households, farms and small businesses who pay Time-of-Use (TOU) electricity rates will be charged off-peak rates 24 hours a day, seven days a week.

North Bay Hydro has submitted its 2020 electricity distribution rate application to the Ontario Energy Board for rates effective May 1, 2020. The proposed rate application would result in a total bill increase for Residential customers (750 kWh) of $1.81 per month or 1.61%. NEW ON-BILL REBATE
The Government of Ontario introduced a new on-bill rebate. The Ontario Electricity Rebate replaces the 8% Provincial Rebate and reduces the pre-HST amount of the bill by 31.8%. The new rebate includes the bill relief measures that were previously applied to the Electricity line on your bill. This rebate will largely offset the price changes on the Electricity line. It applies to usage on and after November 1, 2019.
